THE NEW MUNICIPAL AMBULANCE IS NOW IN SERVICE...
Today I looked
over the new municipal ambulance which will be officially
inaugurated on Wednesday 8th September 2010. The new ambulance
is a Mercedes model 316 CDI which has been custom
fitted with all the latest life saving equipment and
enhancements. The new ambulance even has interior LED blue
lighting to create a relaxing environment for patients that are
being transported. Also, there is much more space inside the
vehicle and everything that is needed by the paramedics is
within quick and easy reach to ensure the best possible care for

COUNCILLOR LEWIS ADVISES: PLEASE CHECK ON YOUR
ELDERLY NEIGHBOURS LIVING ALONE…
I have been working with the Social Services to help
identify the high number of elderly expatriates in the urbanisations
that are living alone and possibly in need of help. Many elderly
people are not aware of the help and assistance they can receive
from the Social Services in Spain. I am going to do everything I can
to inform people of the various services that are available to them,
which can include the ‘Menjar a Casa’ (Meals on Wheels) service. At
this time I want to appeal to everyone living in the urbanisations
to look out for their elderly neighbours and to please inform them
that help is available if requested. Also, to inform the Social
Services if they become concerned about an elderly person that may
be infirm or suffering from dementia. Just a few days ago an elderly
man living alone on the urbanisation was found dead in his bath. We
want to ensure that elderly people living alone are cared for and
contacted regularly. The office for Social Services is located in

SUMMER SPANISH LANGUAGE
COURSE...
Are
you working and want to learn to speak Spanish during the
Summer months? Spanish language
lessons for the employed and self employed will commence soon in the Arcandia language school in San Fulgencio.
It will be held at the most suitable times for the working
students, preferably in the mornings, for
approx 3 hours each day, the complete course taking 60 hours spread
over the summer months. It is totally FREE and it includes study
books, cd, notebooks, pens, everything.

Information Office in La Marina urbanisation to collect an
application form, or go direct to the Centro Formacion Arcandia, in calle

THE
TRAIN SERVICE HAS BEEN
REINSTATED....
From
Saturday 22nd May the urbanisation train service will be
reinstated. This is a private enterprise. It is hoped that people
will use the train as it will be a great asset for all
residents and tourists during the summer months. The route will be
the same as it was previously, from the urbanisations to the Bahia
de las Dunas Shopping Centre next to the N332. At the arrival point
in Bahia de las Dunas Shopping Centre people can then visit
Mercadona Supermarket, the new Chinese hypermarket, Lidls, and
many other stores in this area. You can then return to the Bahia de
las Dunas shopping centre for a return journey on the train to the

A burglar broke into a house in
urbanisation El Oasis last night. A lady was awoken, she
saw a man with a balaclava over his head, he had a torch
in his hand. When he realised that he had been seen he did a
runner and escaped in a silver or light blue coloured Mercedes 3
edition. He broke into the house through patio doors
without making a sound. On this occasion he did not get away with
any valuables. This family was lucky, only the patio door was
slightly damaged.
Summer is coming and at night many people tend to leave
their patio doors and windows open for air. It is important to
remember that this is what the criminals look for in order to make
an easy entry. Always keep all your gates, windows and doors locked
at night. Ask yourself this question; if a burglar looks at two
houses and one of them has an alarm fitted, and the other one
doesn’t, which house do you think he will break into? I highly
recommend that you install
an alarm system.

New green waste collection points:
Very soon each household will receive a
pamphlet that will outline a new initiative to clean up the streets.
There are seven new green waste collection points located in the
urbanisations for non perishable household goods and garden
prunings. The new collection points are already open for public use.
It will now be an offence to deposit garden pruning and non

This years Summer Fiesta in La Marina urbanisation is going
to be on Friday 6th to Sunday 7th August 2010. In
collaboration with Vibe FM the councillor for fiestas is organising
a showcase of bands that will appear live on stage at this
years fiesta.

Last summer we experienced
an infestation of mosquitoes which included the tiger
mosquito. In an effort to prevent a repetition of last years
plague the campaign to eradicate mosquito and their
Larvae in San Fulgencio and the urbanisations will
continue throughout 2010. A careful watch is being undertaken to try
to abate the pest and prevent an outbreak this summer.

A PRIVATE COMMUNITY....
Many people have been informed that they are in
a private community, but they did not realise it. If you are, or
should be, in a private community (for the maintenance and upkeep of
land adjacent to your property) this will be reflected in a
section included in your Escritura (House Deeds). Please
note that all houses in the MASA built cul-de-sacs and those with
green zones at the back or side of their property are part of a
private community. Here is the text to look for in the
Escritura that will indicate this
responsibility:
CUOTA:
It will
state either:
Cuota Particiàcion en la Propiedad horizontal de la
parcela” or Coeficiente de
Participacion”. Either one of these sentences may then be
followed by a % amount (the % amount of the private community
adjacent to the property which they are responsible
for).
The following information is for those that have a
communal or green area adjacent to their property, but do not see a
CUOTA section in their Escritura:
I have found out that some notaries, at the time of
legalising the property during a sale, did not include a CUOTA
section in the ‘Copia Simple’ (the new owner’s copy of the
Esritura). To discover if you are truly part of a Private Community
you can go to the ‘Registro’ (Land Registry) office in Dolores and
request a ‘Nota Simple’. You will then be provided with a full and
comprehensive copy of your deeds which may show the ‘CUOTA’ section
if appropriate. Alternatively, you may come to the Town Hall in San
Fulgencio and visit the architects office on the top floor to view
the 'Plan General' which will show your house on the
plan and the colour on the plan will indicate if you are part
of a private community for a communal area (best to make an
appointment).
If you discover that you are part of a private
community for an adajcent communal area then at least three of
the neighbours belonging to the same community can come
together to form an official
‘Community of Homeowners Association’ for your private
community. You will be able to do this as long as you have at least
three people willing to form a committee consisting of a President,
a secretary and an administrator (minimum requirement). This
committee is then able to use the law to get others in the same
private community to become a member of their ‘Community
of Homeowners Association’ and for all in the private
community to pay the stated amount (decided by the
committee) for the upkeep and maintenance of the communal area.

San Fulgencio council secures a grant of 299,650€
to improve the road connection from the urbanisations to the
CV860.
Negotiations
have been successfully concluded to include this project in the ‘Alicante Diputation Plan of
Works and Services, 2010’. San Fulgencio council has won the municipality’s
inclusion in the ‘Plan of Works and
Services, 2010’ of a
project to repair and improve the road connecting the CV860 to the
urbanisations, (the entrance from the Elche / San Fulgencio road
to the urbanisations).
Trinidad Martínez explained that negotiations were
undertaken with the Alicante Diputation, ‘so that this important project
would be included in the regional plan and San Fulgencio would
benefit economically to the tune of 299,650€ paid by the Alicante
Diputation. She warmly welcomed the investment announced for the San
Fulgencio area, “it enables
us to greatly improve the access road to the urbanisations which
affects a significant number of citizens, especially foreigners.
The safety of people entering the urbanisations will also be
improved as a result of the widening and other enhancements that
will be carried out on this access road”. It is believed to include street lighting, a pedestrian
pathway and a bicycle lane.
THE
TRAIN SERVICE HAS BEEN SUSPENDED....
The
urbanisation train service has been suspended for a
period period due to the low numbers of people using the
train. The owner of the train was also expecting
local businesses to advertise on the train and this would
have helped to fund the service. However, probably due to the
economic crisis, this did not happen. It is hoped that it will
be reintroduced during fiesta periods and during the summer
months.
NEW
MACHINE IN LA MARINA URBANISATION CLINIC TO MEASURE SIMTRON
LEVELS...
A
new machine has been installed in the La Marina urbanisation clinic
to measure the 'Simtron' level in patients. This drug is used
to adjust the blood coagulation levels in patients and needs to
be monitored regularly. Previously patients had to travel to
Torrevieja Hospital to have their blood tested for this and then
wait for the results. Now, patients can have their blood tested
in the La Marina clinic in the morning and receive the results
in the afternoon. This is another improvement in the
provision of important medical care for local
people. It emphasises the need for more people to register on
the Padron as the more we have registered the more health services
and other services the local council will be able to
provide.
FREE
SPANISH LANGUAGE COURSE STARTING 1st
MARCH...
We
have organised a Spanish course for beginners from 1st March 2010 to
10th May 2010. This ‘Basic’ Spanish course will take place at the La
Marina Social Centre each Monday and Wednesday, 10am to 12.00
midday. People must register in advance for this FREE course by
going to the Tourist Information office in La Marina urbanisation
before 23rd February with a copy of their padron and identification.
Arranged in conjunction with the Alicante Department of European
Residents, the minimum number of students will be 15 and the maximum
number on this course will be 25. All materials will be
provided.
THE
BRITISH CONSULATE AND UK DEPARTMENT FOR WORKS AND PENSIONS ROADSHOW
COMES TO SAN FULGENCIO…
Since
the untimely death of my good friend and fellow councilor Michael
Blake, I have taken over the role as the community liaison officer
for the British Consulate. In addition to my many other
responsibilities I have been communicating with British Consulate
officer Sally Aston to arrange a date for a ‘Consulate Roadshow’ to
visit San Fulgencio municipality and address the community. I
can now confirm that the date has been confirmed. The Roadshow will
take place in the Cardinal Belluga theatre in San Fulgencio on
Monday 30th November starting at 11am. The meeting will be conducted
in English. Advisors from the UK Department of Work and Pensions
will be there to make a presentation and answer questions related to
pensions and healthcare issues.

NEW
SHOPPING AND TOURIST TRAIN...
In an effort to boost trade for local businesses and
tourism, the council has introduced a different transport
service for public use. The new shopping and tourist road-train
is now up and running. The service will start at 9am each day
and cease at 9pm. There will be eleven different
collection points throughout the urbanisations operating to and
from the new Shopping Centro Commercial at Bahia De Las Dunas,
close to Mercadona supermercado
on the N332. The cost for each trip will be 1.50€
per person. However, for people who are registered on the padron the
cost will be reduced to just 1.00 Euro per trip by obtaining a
travel card issued by the Town Hall. To apply for the travel card
take a copy of your padron to the Town Hall or to the Tourist Info
office in La Marina urbanisation.

WATER TO BE TURNED OFF MONDAY
INTERMITTENTLY....
We have today received information from Aguaqest
that from Monday 16th November, and possibly over
the following two days, the water will be turned off
throughout the urbanisations intermittently while necessary
cleaning, maintenance and repairs are carried out on the
main water storage tank. For many people this will result in
water at low pressure coming through the taps, for others
possibly no water for up to four hours at a time. Local
residents and businesses are advised to collect in advance any water
that they may need to use during these cut-off periods. If you have
the opportunity to do so please advise everyone you know that may be
affected by these cut-off's.

ON
SUNDAY, THE 15TH NOVEMBER AT 12:00 O'CLOCK the new park
near to the Marketplace in La Marina will be officially opened. The
improvements that have been made over the past few months will mean
new facilities for childen and adults providing more playground
areas and walkways in a pleasant surrounding. Also on Sunday a new
tourist attraction will be introduced making a link from the
urbanisation to the new Centro Commercial near Lidles and
Mercadonna. This has been introduced in an effort to increase
tourism and business within the municipality. When you travel on
this train, you will be able to discover the history of San
Fulgencio and other interesting information about the area. All
are welcome on Sunday to witness the inauguration of the new
park and the new Tourist Train.

A
MEETING ON THE NEED TO FORM A COMMUNITY OF HOMEOWNERS
ASSOCIATION.... Tuesday 10th November
A presentation on the importance of creating a
Community of Homeowners Association, appropriate when private
property owners are responsible for areas adjacent to their houses,
will be held in the Social Centre (behind the Police Station) in La
Marina urbanisation on Tuesday 10th November starting at 11.30am.
This conference will be conducted in English by the
European Residents Unit from the Alicante Diputation. People
that believe, or suspect that they live in an area which may
belong a private community will find this meeting very informative.
This meeting is important for many people in the
urbanisations because they live in an area known as a ‘Private
Community’. There are people with houses on the urbanisations
that do not realise they live in a private area and that a
Homeowners Association should exist involving all the neighbours to
properly service and maintain their jointly owned spaces (roads,
green areas, drains, lighting, security etc.). For others that
already know that they live in a ‘Private Community’ area and
believe that it is not possible to form a
Homeowners Association because many of your neighbours do not
live in their house all year round, this meeting is of special
relevance to you!

22nd October 2009:
The inauguration of the new Town Hall
(Ayuntamiento) for the urbanisations, located at calle
madrid in la marina urb, will take place on monday
2nd november 2009 at 12 o’clock midday. The local councillors
that have worked together to make this possible will be in
attendance, traditional Spanish food and drinks will be
provided in the street after the opening ceremony. All are
invited to attend this inauguration.

19th October 2009:
Many people have asking why a helicopter was seen last
week landing in the Mercadillo car park on urbanisation La Marina,
and also seen flying very low over La Marina urbanisation and
surrounding areas. The reason for this can now been explained.
Due to the high rainfall in recent weeks, subsequently
the high daytime temperatures, the San Fulgencio councillor for the
environment ordered the implementation of spraying treatment from
the air using a helicopter over these low lying areas in La Marina,
San Fulgencio to combat the mosquito pest. The product used is a
highly selective treatment that is mixed with water and attacks the
mosquito at the larval stage. It does not cause any environmental
damage and has no affect on people, plants, any other insect or
animal. This treatment will greatly reduce the formation of mosquito
pests throughout the year. In addition to the spraying from the air
the San Fulgencio council also has a dedicated road vehicle fitted
with a powerful canon that will continue to be used to eradicate
mosquitoes travelling overland and in the streets of the
urbanisations.
4th September 2009: Many residents have contacted councillor Lewis about the
dangers of vehicle drivers that have ignored the maximum speed
restrictions on calle Moscu, indeed there have been accidents on
this road due to speeding vehicles. The council has considered the
requests from residents living in the area adjacent to calle Moscu
and agreed that the new style of wide tarmac speed ramps will be
installed in an attempt to slow down all road traffic
using this road. They will be installed in the near
future.

27th June 2009:
Councillor Michael Blake's
funeral ceremony was held at the church in La Marina
urbanisation in calle Alicante on Saturday 27th June. After the
church service there was a cavalcade of cars that followed the
hearse to the San Fulgencio cemetery where the councillors coffin
was interred. Following the funeral many people attended the
reception at The Hillside to pay there respects to Mike’s wife Ann
and their two sons. Mike’s sister had also travelled from the
UK to attend his funeral.

INAUGURATION PARTY FOR THE
NEW OUTDOOR ACTIVITY FACILITY IN CALLE DEL
BOSQUE...
Local
councillors issued an open invitation to all residents inviting
them to the opening of the first phase of the new outdoor activity
facility in calle del Bosque (Marina del Mar I), La Marina on
Saturday 13th June. The party began at 7pm June. Pizza,
Jamon, other snack food, beer, wine and soft drinks were
provided. This area,
with outdoor exercise equipment, a children’s play area
and Petanca courts, is the first phase of a grand project for Del
Bosque. At the event children were invited to plant a tree
and the new animal rescue vehicle, supplied by the Town
Hall to be used by local animal welfare volunteers, was
also introduced to the public.

MARTINEZ GIVES A SPEECH IN ENGLISH TO LOCAL
RESIDENTS:
Mayoress of San Fulgencio
Trinidad Martinez is learning to speak English. She spoke in English
for the first time in public when she addressed local residents at
the La Marina Social Centre last Friday:
“We have managed to secure a
grant of € 1,800,000 from the Central Government in Madrid, with the
proviso that we must create jobs for local people and initiate
improvement projects that will make a big impact on the locality.
When making decisions on new projects we must consider many factors;
money, quality of workmanship, other people’s opinions, priorities,
and other considerations. Taking into account these stipulations and
our requirements we had many meetings and studies to see what was
possible. In the end we decided that the project we have put forward
is the best option.
We know that some people feel
that perhaps it was more urgent to repair the streets and the roads,
and it is necessary. However, this did not fulfil the criteria to
create jobs because this is work done by heavy equipment and a
specialised team of people. The official improvement project for the
cleaning and maintenance of green areas and creating new public
parks fulfils the necessary conditions and has two main objectives:
* To create around 20 new jobs
for local people.
* To improve the overall
appearance of our town. We will enhance and make attractive over
1200. 000 m2 of public land. This is the equivalent of
about 1500 football pitches.
I know everyone has a different
perception of things, but what I personally want to transmit is that
the attention to detail for these developments will be the best we
can provide. We have no doubt that these
improvements will make the urbanisations more attractive and with
more natural beauty. We want everyone be proud of the place where
they live.

PEST
ERADICATION CAMPAIGN CONTINUES IN THE
URBANISATIONS...
Councillors for the environment, Juan Antonio Gonzalez
and English Councillor Mark Lewis announced the start of a big
campaign to try to eradicate the current infestations of mosquitos
and cockroaches in the urbanisations. A company that
specialises in the eradication of infestations has been
contracted and has already started work on
this. Spraying will continue throughout the summer months in
the areas where mosquito’s and cockroaches are in
abundance. If necessary a helicopter will be employed to spray areas
where the mosquito larvae remain in profusion. This photo shows
the fumigation canon in operation around the urbanisation
recently.

We were
elected by the members and urbanisation residents with a
mandate to give the people of the urbanisations a voice in the
Town Hall for the very first time. The articles of constitution for
our political party are emphatic in that our responsibility is to
represent the political will of the people, not the political
ambitions of one man. With your support we will continue to work
as independent councillors.

THE GREEN AREAS IN THE URBANISATIONS HAS BEGUN. AN APPLICATION FOR

GOVERNMENT SUBJECT TO CERTAIN CRITERIA.

2. THE PROJECTS UNDERTAKEN
MUST CREATE A BIG VISUAL IMPACT ON
THE AREA.
SOME OF THE LARGER GREEN AREAS WILL BE MADE
INTO BEAUTIFUL PEDESTRIAN PARKS WITH OUTDOOR SPORTS AND
RECREATIONAL ACTIVITIES, OTHERS WILL BE CLEANED UP AND TRANSFORMED
TO MAKE THEM IMPROVE THE APPEARANCE OF THE AREA. AFTER MUCH
DELIBERATION THE COUNCIL HAS AWARDED THE CONTRACT FOR THE WORK TO A
LARGE NATIONAL COMPANY THAT CONTRACTED TO CERTAIN STANDARDS OF
QUALITY.THE WORK IS TO BE COMPLETED BEFORE THE END
THIS YEAR.

PRO-ACTIVE POLICING
IS NOW IN OPERATION IN LA
MARINA....
The public have been informed in numerous recent
newspaper articles and publications that anti social behaviour and abuse of peoples property will
not be tolerated. The Policia Local now have new vehicles and
new officers, they will also work covertly. Officers will
sometimes be in plain clothes and unmarked vehicles to pinpoint
those people involved in anti-social behaviour, those using
illegal cars on the roads and those commiting driving
offences.

ANIMAL WELFARE LAWS
AND OWNERS THAT ALLOW THERE ANIMALS TO DEFECATE ON PUBLIC
PATHS AND GREEN AREAS....
The council will soon enforce the animal welfare
laws and the social welfare laws for animals. Any person found
neglecting, abusing or abandoning an animal will be
fined. Also, any person that allows an animal to defecate
in public areas without removing it immediately to dispose of
it correctly will receive a fine. It is important to
realise that EVERY pet must be controlled in public areas with a
collar or harness and a retaining lead at all times, and it
must be registered in the Town Hall animal register.

ARCHAEOLOGICAL EXCAVATIONS OF THE
“LA ESCUERA” IBERIAN
TEMPLE
Again this year archaeological
excavations were implement in San Fulgencio on the early Iberian
settlement of “La Escuera” located to the south of the urbanisation.
The archaeological works are being
carried out by students of archaeology of the University of
Alicante, under the direction of D. Lorenzo Abad Casal, professor of
archaeology, Dña. Feliciana Sala Sellés, teacher of archaeology and
D. Jesus Moratalla Jávega, also a professor of archaeology from the
University of Alicante.
The objective of the current work is
to clean and then graphically record the archaeological remains of
the Iberian temple sanctuary dating back to the third century BC
that are visible thanks to the original work carried out by Swedish
archaeologist Solveig Nordström in June to November 1960. Solveig
Nordström, currently residing in Benidorm, was invited to see the
work currently being performed by the team from Alicante University.
She spent a full day with the team on Thursday 26th July
2007. Now 84 years old
she was overjoyed to see her work, carried out 47 years earlier,
being brought up to date and catalogued.
In the third century BC the “La
Escuera” settlement covered an area of three square kilometres, only
a very small section of this early Iberian City site has been
revealed to modern day man. The goal of the archaeologists who have
worked on this site is to preserve it for future generations. They would dearly love to be
able to spend time unearthing more of the ancient city but funding
for this is a major obstacle. It takes many months, sometimes years,
of delicate and vigilant work to ensure that anything of importance
is not missed or damaged during a dig. They will return in July next
year to continue the excavations of this important site.
Solveig Nordström is a hero to modern
day archaeologists. In 1955 she prevented the destruction of the
archaeological remains of an ancient Roman City located in Alicante
by lying on the ground in front of the bulldozer that had been
brought in to level the ground to make way for a new hotel complex.
Her bravery was reported worldwide and this site is now confirmed to
be the ancient Roman city of “Lucentum”. Her endeavour culminated in the “Lucentum” site
being designated in 1961 as an "Artistic and Historic Monument",
which then afforded it some legal protection. For more information

After Solveig Nordström’s excavation of the La Escuera site in 1960 she
wrote a book detailing her work. This book is remarkable as even by
today’s standards it is a very precise record of the archaeological
remains.
The new San Fulgencio councillor Mick
Blake stated “We want to ensure that everyone in this area knows of
local historical treasures. Those who wish to become involved in the
protection and conservation of the local environment will be invited
to do so. Most of the finds from this site and from the “El Oral”
excavations (in the quarry) are on exhibition in the Alicante “MARQ”
